What Decides the Right Replacement Tap
A mixer tap sends hot and cold through one spout under a single lever; paired taps keep two spouts, one for each supply. What the old fitting leaves behind decides what can go in.
The replacement has to match three things:
- the holes already cut in your sink or basin, by count and size
- whether the new fitting sits on the deck or comes off the wall
- the supply lines and joins waiting underneath
Wall-mounted models draw from pipe hidden inside the wall, so moving between wall and deck mounting changes the wall too. Whatever the fitting, it sits within our taps and toilets service work, and isolation valves on the supply lines let us stop water at the sink without shutting down the whole property.

The 9 Litres per Minute Rental Tap Rule
Queensland sets a flow test for rental taps: 9 litres a minute. Before an owner can charge a tenant for all water, every indoor cold tap and single mixer has to run at that rate or less.
The cap covers only indoor fittings: the cold tap over a bathroom basin, the one at the kitchen sink and the laundry tub tap, mixers included. Bath taps, outdoor garden taps and the outlets that fill a washer or a dishwasher are exempt. The wider charging rules are on our rental property plumbing page.
The Residential Tenancies Authority suggests owners keep proof of the rating. Receipts, packaging, manuals and any plumber's report all count as evidence when the water bill is disputed.

Certification Rules for Replacement Taps
WaterMark certification is product approval showing a tap meets the national plumbing code. Water Efficiency Labelling and Standards (WELS) registration gives a tap its star rating and its water use. Both marks have to be on the product for a legal install by a licensed plumber.
Two details worth knowing before you shop:
- A tap listed for sale online shows the WaterMark trademark, with the spec and licence number, plus the WELS registration details, the stars and the flow figure. Both product databases search by model name, and the seller can supply anything missing.
- Business Queensland sets a 3-star WELS floor for tapware, and notes the rule does not reach renovations.

Do You Need a Licensed Plumber to Fit a Tap
In Queensland, fitting a tap is licensed work. The QBCC names just one unregulated tap job: swapping the washer or jumper valve inside the fitting. An exact like-for-like swap counts as minor work, done by a licensee without a permit or any lodgement paperwork.
A tap going into a new position, or a fresh outlet added in an existing building, is notifiable work instead. No council permit applies, and the plumber files a Form 4 with the QBCC within 10 business days of finishing.
Renters cannot do the swap themselves. A tenant who wants to attach a fixture needs written approval on a Form 23, and a refusal needs a fair reason.
Where a fixture goes in without that sign-off, the owner or manager has three choices:
- treat the installation as a breach and try to resolve the dispute
- keep the fitting as an improvement
- remove it and recharge the tenant for the cost of removal

Tap Type, Access and Paperwork Behind the Quote
The quote reflects the tap you choose, whether the existing valves and connections can be reused, whether the cut holes fit the new fitting, and the working room beneath the sink or basin. Notifiable work also carries a Form 4 lodgement fee, which the plumber pays to the QBCC and can on-charge to the owner. Your fixed quote settles the final figure before we start.
Local tap work splits between postwar houses and the apartment towers. At the last census, 15 per cent of local dwellings were owned outright and 16.6 per cent carried a mortgage, so most of the fittings we replace belong to rentals and their owners' agents.
The towers are their own story. A block near Murphy Road can install the same bathroom fit-out on floor after floor from a single bulk order, so a weak tapware line can fail across many units at once and end up as a body corporate problem.

Tap Replacement Questions From Chermside
Call (07) 3524 7163What do WaterMark and WELS mean on a tap?
WaterMark is product approval showing the tap meets the national plumbing code, and WELS registration is the water rating that puts stars and a flow figure on the label. A licensed plumber needs both marks on the box before fitting the tap legally.
Can I buy my own tap and have a plumber fit it?
Yes, as long as it carries a WaterMark trademark and a WELS rating. WaterMark approval is what makes the tap legal for a licensed plumber to install, so check with the seller before you buy.
What is the flow limit on taps in a Chermside rental?
An owner can only pass the whole water bill to a tenant when every indoor cold tap and single mixer flows at 9 litres per minute or less. The limit covers the taps over a basin, sink or laundry tub. Bath, garden and appliance taps sit outside it.
Can a tenant replace a tap in a Chermside rental?
No, because fitting a tap is licensed work, so the owner or manager arranges it. A tenant who wants to attach a fixture needs written approval on a Form 23, and a refusal needs a fair reason.
Do taps in Queensland homes need a minimum WELS rating?
Yes, every tap sold carries WELS registration showing its stars and water use. The 3-star minimum for tapware is a building rule from Business Queensland, and it does not extend to renovation work.
